Development Opportunities In Winthrop Harbor
Winthrop Harbor has the distinction of being the northeastern most point in Illinois. While J. H. Van Vlissingen made plans for development in 1883, Winthrop Harbor was not platted until 1899, when the Winthrop Harbor and Dock Company assumed ownership of more than two thousand acres. The village was incorporated in 1901, shortly before the 1902 incorporation of its southern neighbor, Zion.
The Village of Winthrop Harbor is located in Lake County, approximately 45 miles north of Chicago and 47 miles south of Milwaukee. Lake Michigan bounds the Village to the east, the City of Zion to the west and south, and the Village of Pleasant Prairie, Wisconsin, to the north.
We are a strong pro-business administration, ready and willing to help businesses locate or expand within our community. Village staff works with developers guiding them through a highly professional and efficient development approvals process. The Village is willing to offer creative incentive packages to aid commercial businesses.

The State of Illinois is investing $73 million in constructing shoreline stabilization structures in three locations within Illinois Beach State Park. The funding is made possible through the Governor’s bipartisan Rebuild Illinois capital plan.
Construction began in early spring 2023 with the delivery of the excavator and construction materials via barge. Substantial completion is expected in spring 2024. The project team took an environmentally balanced approach to the project, choosing to stabilize, renourish, and protect the beach while providing habitat for aquatic and avian species.
The stone breakwaters, with rough surfaces, will provide aquatic habitats for mudpuppies and yellow perch, while nests for Caspian and common terns will be integrated into a single breakwater structure, encouraging colonial nesting behavior.
Closer to shore, the newly stabilized beach will increase connectivity between beach and wetland habitats and ecosystem performance, providing an important nesting habitat for federally endangered Great Lakes piping plovers.
