Lake Michigan rules generally allow a combined five chinook and coho salmon per day with a 10-inch minimum, and two lake trout per day with a 15-inch minimum. Regulations can change season to season — confirm current rules with Illinois DNR before you fish. Illinois also holds Free Fishing Days each June when no license or stamp is required.

Shoreline Fishing at Illinois Beach State Park and Winthrop Harbor
You do not need a boat to catch fish on Lake Michigan. Some of the best and most affordable fishing in Winthrop Harbor happens right from solid ground, and the shoreline here offers a remarkable variety of access. Between the Winthrop Harbor south pier, the North Point Marina fishing pier, and the long sandy beaches of adjacent Illinois Beach State Park, anglers on foot can cast for perch, smallmouth bass, and the salmon and trout that cruise the shoreline through much of the year. Add in 6.5 miles of dunes, trails, and picnic areas at the state park, and a day of shore fishing here becomes a day on one of the most beautiful stretches of the Illinois lakefront.
Where to Fish
- ·Illinois Beach State Park beaches: Both the North and South units give surf anglers miles of open shoreline to work. The mouth of the Dead River in the South Unit is a productive spot when conditions are right, as moving water draws baitfish and the fish that follow them.
To reach the shoreline access near North Point Marina, take Highway 173 east from I-94, turn north on Sheridan Road, then east on 7th Street, and follow it to the parking lot at the end of the road.
What You Will Catch, Season by Season
Prime time for shore anglers. Coho salmon stage tight to the shoreline and make up the bulk of the catch, joined by brown trout, steelhead, and the occasional chinook. Casting spoons and spinners along the pier and shoreline is the go-to approach.
Shifts the focus to yellow perch and smallmouth bass holding near structure. Summer nights are a quiet, productive time to target salmon and trout that cruise the shallows under the cover of darkness.
What many local anglers call trophy time. The salmon spawning run brings chinook and coho back toward the harbors in big numbers. Chinook show from September into October, coho peak in October, and big brown trout stage from October onward.
Brown trout available October through April and steelhead from November through April near the harbor, plus yellow perch for those willing to brave the cold.
Techniques and Gear

- ·Fish bait under a slip bobber, adjusting the depth until you find the strike zone — deadly for trout and salmon in the harbor.
- ·Float spawn sacks or eggs through current breaks for steelhead and brown trout.
- ·After dark, glow spoons can be very effective on cruising brown trout.
- ·Bring a long-handled net to land fish from the height of a pier or breakwall, and consider a small cart or wagon to haul gear.
- ·For perch, a simple setup with minnows or small jigs fished near bottom does the job.
